On June 27, 2025, the Democratic Republic of the Congo (DRC) and the Republic of Rwanda signed the “Peace Agreement Between the Democratic Republic of the Congo and the Republic of Rwanda” in Washington, D.C., witnessed by the United States. The agreement represents a major diplomatic effort to restore peace and ensure regional stability in the region.
The Peace Agreement reaffirms both countries’ commitment to the Declaration of Principles of April 25, 2025, based on respect for sovereignty, territorial integrity, and the peaceful settlement of disputes. It acknowledges that a political solution—rather than a military one—is needed towards lasting peace.
The Agreement establishes a framework addressing security, humanitarian, and economic dimensions of the conflict. Both parties reaffirm their commitment to respect each other’s sovereignty and territorial integrity, refrain from hostile acts, and prevent any support for armed groups operating from their territories. The parties also commit to ending all state support for non-state armed groups and facilitating their disarmament.
The parties will establish a joint DRC–Rwanda security coordination mechanism to coordinate security operations and verify compliance within 30 days of the entry into force of the agreement. The agreement includes an annex detailing the operating procedures of the joint mechanism.
The Agreement also calls for the safe, voluntary, and dignified return of refugees, as well as internally displaced persons. The parties reaffirm support for the United Nations Stabilization Mission in the Democratic Republic of the Congo (MONUSCO) and commit to advance the implementation of relevant United Nations Security Council resolutions.
