The Panama Papers and Unaoil scandal have trained a spotlight on the massive wealth hidden by high-level public officials – from Brazil, China, Russia and many others – in offshore shell company accounts.   With much suspected to have been illicitly obtained, efforts to crack down on banks have ramped up.  But, what about recovering these and other stolen assets?
