Grand corruption erodes development effectiveness, stealing billions from education, health and other basic human services. It fuels income inequality, political instability and, even, armed conflict.  While there has been good progress securing the global legal framework, in too much of the world, corruption retains its stranglehold and has, in some cases, become institutionalized. What have we learned from our successes and failures and how should the international community combat impunity and secure accountability?
