Germany, Jordan, and the UK Jointly Call for an Immediate Ceasefire in Sudan [1]

On November 1, 2025, the foreign ministers of Germany, Jordan, and the United Kingdom issued a joint declaration [3] calling for an immediate ceasefire in Sudan [4]. Their statement was delivered during the Manama Dialogue security summit and responded to rapidly escalating atrocities in Darfur, particularly El-Fasher. This call followed multiple reports of mass killings, ethnically targeted violence, starvation, and the systematic use of sexual violence by the Rapid Support Forces (RSF).

The three ministers stressed that the scale of the crisis rendered humanitarian assistance insufficient as long as active hostilities continued. They highlighted that the RSF’s conduct—attacks on civilians, assaults in medical facilities, and obstruction of humanitarian corridors—raised serious concerns under international humanitarian law, potentially amounting to war crimes and crimes against humanity.

The declaration also reflected the states’ prior engagement with the crisis.  Previously, the United Kingdom had hosted a high-level conference on Sudan earlier in 2025 [5] and Germany had conducted evacuation operations at earlier stages of the conflict [6].

Although the declaration does not create any coercive mechanism to ensure compliance, it signaled a coordinated diplomatic effort to revive ceasefire negotiations, direct international scrutiny toward the conduct of the RSF, and reaffirmed the obligation to protect civilians. By calling for an immediate cessation of hostilities and unobstructed humanitarian access, Germany, Jordan, and the UK sought to highlight that the conflict is not only a humanitarian disaster but also a profound challenge to international humanitarian law.
