A late-breaking panel has been added to this year's impressive programs: "Missile Strikes against Syria". The session takes place soon (from 1:00 - 2:30 p.m. in Columbia B).
The panel will examine the legal questions surrounding the recent unilateral missile strikes by the United States on Syrian forces. It will explore whether the attack, which was undertaken without Security Council or Congressional authorization, was a violation of the U.N. Charter; whether the strikes can be justified as humanitarian intervention or as an exercise of the responsibility to protect; and whether the strikes satisfy domestic law requirements for uses of force under the Constitution and the War Powers Resolution. It will also consider the implications of the resolution of these questions for future decision-making, both by the United States and by other governments, on the use of force.
