The Treaty is as ambiguous as the implementing legislation, and is not being consistently enforced. That is just dangerous. Because federal postal employees were endangered 24 times, the prosecutors exercised the discretion to bring the federal charge. If other countries follow the Courts' logic here, scant enforcement of the treaty will continue. That is not a "political question."
