Civilians on the Battlefield: Direct Participation in Hostilities under International Humanitarian Law

The American Society of International Law will host a presentation by Dr. Nils Melzer, Legal Adviser for the International Committee of the Red Cross (ICRC), on the problem of distinguishing civilians who 'directly participate in hostilities' from 'peaceful' civilians in contemporary armed conflicts and the consequences of this distinction for the protection of civilians from direct attack. Dr. Melzer has worked as an ICRC field delegate in the Balkans and the Middle East and as legal adviser to the operations department at ICRC Headquarters in Geneva. Since 2004, he has been responsible within the ICRC's Legal Division for an expert process aimed at clarifying the law relating to the increasing trend of civilians participating in hostilities.
