Sponsored by the Women in International Law Interest Group (WILIG) of the American Society of International Law. Presenter Gay J. McDougall was appointed in 2005 by the United Nations High Commissioner for Human Rights as the U.N.'s first Independent Expert on Minority Issues. She currently holds the position of Distinguished Scholar in Residence at Washington College of Law. Ms. McDougall previously served as the Executive Director for the Global Rights, where she supervised Global Rights staff in the development and implementation of country and thematic programs and initiatives in Africa, Asia, Eastern Europe and the Americas. She is a 1999 recipient of a MacArthur Foundation Fellowship.
