    This two week course, held at the GCSP and drawing on the extensive international expertise present in Geneva, will provide participants with a comprehensive overview of the phenomena involving people movements across the spectrum from forced mass movements of refugees to the illegal smuggling and trafficking of individuals and small groups of people. The course combines briefings on the current state and future trends in people movement with comprehensive treatment of the international and relevant domestic legal arrangements in place for dealing with the phenomenon. It will combine expert lectures delivered by the GCSP?s own in-house expertise, with invited lectures from distinguished experts in the field from Geneva based organizations such as the UN High Commissioners for Refugees and Human Rights, the International Organisation for Migration, the International Committee of the Red Cross and the Graduate Institute of International and Development Studies. The GCSP?s course leaders will be Dr. Khalid Koser, a leading expert on Migration and Head of GCSP?s New Issues in Security Course, and Professor Steven Haines, specialist in the Law of Security Operations and Head of the GCSP?s Security and Law Programme. The two weeks are distinct, with the first dealing principally with forced migration while the second covers those who move by choice, whether legally or illegally. Participants can attend both weeks or, if time constraints make this difficult, may opt for attendance during the single week of greatest relevance to them. The course fee is at the subsidized rate of 650 Euros or 1,000 CHF per week (with a reduced fee of 975 Euros or 1,500 CHF for participants attending both weeks).     The International Law Section / International Dispute Resolution Committee in co-sponsorship with the Dispute Resolution Interest Group of the American Society of International Law, and the Washington DC International Arbitration Club present a Luncheon Program with the new Secretary General of the International Centre for the Settlement of Investment Disputes (ICSID), Ms. Meg Kinnear. Please join us to hear Ms. Kinnear discuss current developments at the preeminent investment treaty arbitral institution and investor-State arbitration generally. Ms. Kinnear took up her new post as ICSID's leader this summer. Previously, she was General Counsel (Senior General Counsel from 2006) and Director General of the Trade Law Bureau of Canada, a joint legal unit of the Departments of Justice and of Foreign Affairs and International Trade of Canada. In that capacity, she supervised the conduct of all international investment and trade litigation involving Canada, including NAFTA Chapter 11 and NAFTA Chapters 19 and 20 disputes. Ms. Kinnear will talk about her new responsibilities and answer questions in this active session with the international community.

    Come to a screening of The Reckoning: The Battle for the International Criminal Court, and follow ICC Prosecutor Luis Moreno-Ocampo as he issues arrest warrants for LRA leaders in Uganda, puts Congolese warlords on trial, and charges Sudan's President Omar al-Bashir with genocide in Darfur. The screening will be followed by a panel discussion with: Ruth Wedgwood (moderator), Professor of International Law and Diplomacy at Johns Hopkins SAIS; Kenneth Anderson, Professor of Law at American University; John Bellinger, Partner at Arnold & Porter and former State Department Legal Adviser; Gary Solis, Adjunct Professor of Law at Georgetown; and Jane Stromseth, Professor of Law at Georgetown. Topics of discussion will include: 1. Should the U.S. positively engage the ICC? 2. Should sitting heads of state be indicted by the ICC? 3. Do ICC prosecutions run the risk of becoming politicized? 4. Should the crime of aggression be included in the set of crimes within the jurisdiction of the ICC?
