Strengthening Compliance with International Humanitarian Law

Description:

The government of Switzerland and the International Committee of the Red Cross (ICRC) are jointly cooperating to strengthen compliance with international humanitarian law (IHL). The joint initiative focuses on building a flexible and voluntary framework in which States can enter into a dialogue on issues related to compliance with IHL, their practical experiences in IHL implementation, the sharing of best practices, the identification of their possible capacity building needs, and the identification of challenges in IHL implementation. To this end, a Meeting of States, as the central pillar of a future IHL compliance system, could be established and then serve to consider national compliance reports in a non-contextual manner and hold thematic discussions on current IHL issues.

The Embassy of Switzerland, ASIL Academic Partner George Washington University Law School, and the American Society of International Law are pleased to invite you to a discussion of these issues.

Panelists:

  • Laura Dickinson, professor, GWU Law School;
  • Chris Harland, legal adviser, International Committee of the Red Cross;
  • Max Rettig, attorney-adviser, Office of the Legal Adviser, U.S. Department of State
  • Ambassador Valentin Zellweger, legal adviser to the Swiss Ministry of Foreign Affairs

Moderator:

  • Sean Murphy, member, UN International Law Commission & professor, GWU Law School

This event will be streamed live at www.asil.org/live. Attendees and those watching live can share their thoughts with ASIL on Twitter (@asilorg) using the hashtag #ASILIHL.
